I created a Dashboard « Alarme » that is invisible in the list of dashboards on the homepage…!?

Because you probably previously renamed Alarme to Sécurité, the internal name already exists.
If you look at the URL of your other dashboard it will have the name you originally gave it. Even when you rename it, the URL remains unchanged.
You can therefore create a new dashboard « 123-alarme » that you then rename to simply « Alarme ».
