Internal to external integration: Broadlink

The title says it all: migrating the internal broadlink integration to an external integration.
If someone volunteers, there are several testers!

To be added later: Intégration externe - Broadlink : ajouter des types de télécommandes (climatisation, ventilateur, ampli) et le RF

Thanks for creating this request, I saw that there were bug reports on the Broadlink integration: Toggle widget for Broadlink smart plug does not match the actual switch state · Issue #3145 · GladysAssistant/Gladys · GitHub

I think it would be really great to move this integration out of the core for faster fixes and future developments :smiley:
