It’s not a Gladys bug, you need to configure that on the bulb!
For example, for my IKEA Zigbee bulbs, I go into Zigbee2mqtt and select the bulb, and there is a config for the state to set in case of a power outage. By default it’s « On », and I set it to « Previous state »

For info, LIDL bulbs allow retaining the initial state after a power outage. The function " Do not disturb" does not match the description of the zigbee2mqtt software. By setting the value to true, it retains the initial value.
It is possible to retain the initial state for their multi-socket plug more clearly in the command descriptions.
